Christine Lee Fleming, PharmD, PhD

Dr. Christine Lee is a nationally recognized leader in clinical trial participation, health equity, regulatory science, and healthcare workforce development. As Chief Executive Officer of ACHIEVE Expertise, Inc., she leads innovative workforce development strategies designed to expand clinical research capacity by engaging trusted clinicians already embedded within local communities.

Her work focuses on creating sustainable pathways for healthcare professionals to participate in clinical research through specialized training, credentialing, sponsored research opportunities, and community-based research infrastructure. By equipping local clinicians to connect patients with research opportunities, Dr. Lee advances models that increase participation among populations historically underrepresented in clinical trials, including racial and ethnic minority, rural, tribal, and medically underserved communities.

Previously, Dr. Lee served as Acting Associate Commissioner for Minority Health and Director of the Office of Minority Health and Health Equity at the U.S. Food and Drug Administration (FDA). In that role, she led national initiatives to expand clinical trial participation, integrate patient experience into regulatory decision-making, and oversee more than $35 million in research and program investments. She established over 70 strategic partnerships across government, academia, healthcare systems, patient advocacy organizations, and industry.

Dr. Lee earned her Doctor of Pharmacy from the University at Buffalo and a PhD in Pharmaceutical Outcomes and Policy from the University of Florida.
